first time i've ever seen this....
not sure if this is a bug, so i didn't put it in the bug section, but if it is in the wrong spot, mods feel free to move. while out vanquishing old ascalon, a gold long sword dropped with an inherant mod i've never seen, well, not like this anyway. (i'll post a screenshot later, i'm at work at the moment.) the sword was a cruel long sword of something(don't remember the suffix at the moment)with dmg. +14%, hp regen -1. that was odd to me. clearly not vampiric, but why the -1 hp degen. has anyone else seen this before?

It is pretty rare, but it is not new. Pairing it up with a vampiric mod will give you double degen, which is useful if you are trying to commit suicide.
This mod is not available in Elona.

Theres +15% damage that sacrifices health regen and +15% damage that sacrifices energy regen.
Both are fairly rare mods and i believe only appear in Prophecies.

Yeah its quite a rare mod that seems to be almost completely unwanted. I keep a Vampiric 1 in storage incase i happen to need to suicide.

They drop in Factions as well, i had a 15%dmg @-1health regen Jade Longbow once.

Yea, I had a friend a loooong time ago that got a +15% -1 energy regen weapon for his warrior so he could farm Mergoyles. Basically he would equip that with an maintained enchantment to prevent himself from taking damage when his energy hit 0 as a result of Spirit Shackles and Mind Wrack. Beyond this, I've never really seen any desire for such a mod.
